Update issue status
Changes one accessible SAST issue. Requires heeler.view_issue and heeler.change_issue_status. Supply status and a non-empty comment explaining the decision; reopening is exempt from justification review but still requires a comment. False-positive and accepted-risk decisions by non-admins return 202 when the company requires approval, leaving the issue unchanged until approval. Company admins bypass approval; bulk count and severity thresholds do not apply. Unknown fields are rejected.
